Dual Absentee Applications

I was wondering if you could tell me how you all keep dual absentee applications organized as far as using the same application for the August and November election?

We start by alpha, by precinct as they come in. By the time we get 3,000 we are ready to number and send ballots. We do bulk mailing so any that come in after we number applications and before we mail in bulk we get about 200 more so we put to the back and number accordingly. Once one electon is over, we only have a handful to sort and move those applications in to the Alpha order and continue again as new requests come in.
